Montville, CT Routes 163/32 Strategic Investment Plan

We are pleased to share the release of the Town of Montville, CT’s Revive & Renew Routes 163/32 Strategic Investment Plan, now available on the Town’s website.

Working alongside Pirie Associates Architects and the Town of Montville, BJH developed an actionable framework for reinvestment along the Route 32 and Route 163 corridors. The planning process combined market and demographic analysis, community and stakeholder engagement, evaluation of development opportunities, financial feasibility testing, and implementation planning.

The final plan identifies three priority areas (the Town Center, Cove District, and Palmertown Village) where targeted public investment, placemaking, housing, commercial activity, and redevelopment can reinforce one another. BJH’s work included assessing residential/retail market potential and testing proposed development concepts through residual land value analysis to better understand the funding and infrastructure needed to move projects toward implementation.

The resulting strategy provides the Town with a phased roadmap for focusing resources, pursuing funding, updating land-use tools, and creating stronger conditions for private investment along the two corridors.
