Bronx Jobs & Workforce Development Plan for Medical & Life Sciences District

In 2023, BJH Advisors was engaged by the New York City Department of City Planning and the New York City Mayor’s Office of Talent and Workforce Development to lead the development of a Jobs and Workforce Development Plan for the Morris Park district of the Bronx—an area anchored by major health care and life sciences institutions. BJH conducted a comprehensive labor market and institutional asset analysis. BJH also led over 30 stakeholder interviews and focus groups involving academic medical institutions, CUNY campuses, workforce training providers, labor unions, local employers, and community-based organizations. BJH’s approach integrated quantitative data, employer feedback, and regional economic trends to identify in-demand occupations, skills gaps, and opportunities to connect Bronx residents to high-quality jobs in healthcare, life sciences, and construction.

BJH’s final recommendations emphasized both system-level interventions and occupation-specific workforce pathways, with a focus on middle-skill and entry-level roles. The strategy also addressed barriers to employment. There commendations served as a model for aligning workforce development with land use planning and demonstrated BJH’s expertise in translating regional growth sectors into actionable workforce strategies grounded in equity and community engagement.
