City of Yes NYC Housing Market Study and Environmental Impacts Statement
BJH Advisors supported the New York City Department of City Planning’s (DCP)“City of Yes for Housing Opportunity”rezoning initiative by conducting a housing market study and leading the sociodemographic and market assessment chapter of the Environmental Impact Statement.For the housing market study, BJH developed a citywide housing database, integrating price information across all residential Neighborhood Tabulation Areas (NTAs) from various public and private sources.BJH also created a Housing Price Index, which DCP used to project future conditions under the rezoning action. BJH’s sociodemographic and market assessment evaluated potential direct and indirect impacts of residential and business displacement in representative NTAs across the city. This innovative approach to studying impacts facilitated an efficient analysis of the citywide rezoning action, enabling city leadership to begin addressing years of discriminatory housing and land-use policies and the affordable housing crisis. "City of Yes" was passed and adopted in December of 2024 as a city-wide text amendment.
