New York State Facilities Redevelopment Feasibility Study
BJH supported a team led by LaBella Associates in completing a comprehensive reuse concept study for three under utilized New York State-owned sites across upstate New York: the former Gowanda Correctional Facility in the Town of Collins; a portion of the Mohawk Valley Psychiatric Center in the City of Utica; and the former West Seneca Developmental Center in the Town of West Seneca. BJH conducted a market analysis for each facility and supported the team in producing conceptual scenarios for each facility’s redevelopment. Once a preferred scenario was selected for each facility, BJH completed a high-level residual land value model to determine the scenario’s financial feasibility and potential funding gap. Finally, BJH identified available incentives and funding opportunities to mitigate any gap for each scenario.
