Climate Resilience Master Plan – Resiliency Assessment Districts

BJH was a part of the consultant team led by Arcadis to assist NYCEDC and Mayor’s Office of Climate Resiliency (MOCR) to develop the Financial District and Seaport Climate Resilience Master Plan. From that work, BJH supported the Resilience Finance Task Force to develop a blueprint for comprehensive funding and financing of NYC’s coastal flood protection needs.

BJH assessed potential revenue streams that could be generated to help fund the costs of construction and/or operations of the proposed infrastructure, including a special resiliency assessment levied on property tax value across the City broadly and specifically in “Shoreline Protection Districts.”
