BJH works with clients to evaluate the cost-effectiveness of transportation, resilience, and infrastructure investments.

BJH develops benefit-cost analyses (BCAs) consistent with applicable federal agency guidance, including U.S. Department of Transportation (USDOT) and Federal Emergency Management Agency (FEMA) frameworks, or tailored to meet specific client or program requirements. Benefit categories may include avoided flood damages, environmental and emissions reductions, safety and health benefits, operating and maintenance cost savings, travel time savings, and broader economic or fiscal impacts. Analyses leverage detailed local inputs – including inundation depths, building typologies, traffic counts, crash records, and floodplain management studies – to ensure results reflect project-specific conditions. 

BJH’s BCAs incorporate transparent assumptions, sensitivity testing, and clearly documented methodologies to support defensible decision-making. Resulting models and deliverables are used to strengthen grant applications, support capital budgeting prioritization, perform tradeoff analysis, and inform policy and investment decisions. BJH-supported projects have secured more than $100 million in federal and state funding.
