New York State Gaming License Application Advisory
BJH was engaged by Hard Rock International (Hard Rock) to support their response to the NewYorkState Gaming Facility LocationBoard’s Request for Applications to Develop and Operate a GamingFacility in New York State,which issued three licenses for casino developments in downstate NewYork. Hard Rock’s proposal is for an integrated casino resort in Willets Point, Queens–adjacent to Citi Field, the USTA Tennis Center, and future site for the NYCFC stadium–that will feature 2.6 million SF of gaming, hotel, food and beverage, entertainment, and retail uses. The $8 billion development will also include investments in parking, public infrastructure, and open space.
BJH prepared an economic impact study that evaluated the proposed development’s contributions to Queens, New York City, and New York State in terms of job generation, economic output, and tax revenue. In addition, BJH prepared a local impact study that considered the proposal’s potential adverse and/or positive impacts on local government services (e.g., police, fire, and EMT services),schools, housing, and small businesses among other community assets. This assessment leveraged case studies for precedent casino developments, data regarding existing demographic and industry trends, and interviews with local small businesses in the neighborhoods surrounding Willets Point. Where potential adverse impacts were identified, BJH recommended mitigation efforts that Hard Rock incorporated into its development plan and proposal.
